I'm on an ancient win98 box, i'm just glad that it deals with the regular seconds ok.

The leap second is inserted at midnight UTC, not local time.

I spent half an hour reading about how Unix time deals with leap seconds and the pros and cons of making Unix time a representation of UTC rather than an exact tally of number of seconds since the epoch. Does that count?
