I assume this is using srthesis/ucthesis, not LaTeX's defaults.
But ... note that UC's double-space is based on a typewriter double-spacing (way less than what word processors use). Personally, I like the way the UC's double-spacing looks, but I've found that it can be modified pretty significantly without any discernible difference to a non layout fanatic. If you're looking to increase or decrease page count, grep for baselinestretch in the sr and uc files and adjust as needed.
Also, I don't remember if the default font size is 11pt or 12pt. Something else to check.
Obviously, this won't help if you need more content, but it will if you're just interested in printed length.
