The effect is normally called "tremolo" - but if you actually speed it up, and have a cheaper old stereo, the response of the filters will change as you modulate the volume, giving a whooshing or phasing to it. These effects are known mainly as phasing and flanging. :-)

(Yes, it's the same as a guitar effect)
